JERUSALEM Israeli planners on Wednesday gave final approval for 558 apartments
in Jewish settlements in war-won east Jerusalem, which is sought by the
Palestinians as a capital, officials said.Palestinian officials said the
decision undermines fragile U.S.-brokered negotiations with Israel on setting
up a Palestinian state alongside Israel. Also Wednesday, Israel's chief peace
negotiator rebuked fellow government ministers who have criticized U.S.
Secretary of State John Kerry for his mediation efforts, pointing to widening
divisions in Israel's center-right governing coalition. The Jerusalem municipality
said its planning committee approved building permits in the neighborhoods
of Har Homa, Neve Yaakov and Pisgat Zeev, built on land Israel
captured in the 1967 war and later annexed. Most of the international
community considers them illegal settlements.Brachie Sprung, a municipality
spokeswoman, said the building projects received initial approval a few
years ago, and that new building in Arab areas of Jerusalem was
also approved Wednesday.Chief Palestinian negotiator Saeb Erekat said Israel
is undermining Kerry's efforts. "The international community must hold Israel
accountable for this policy," he said.Lior Amihai of the Israeli settlement
watchdog group Peace Now said the new approvals are "shameful" at a
time when negotiations are in a sensitive stage.Israeli government spokesman
Mark Regev had no immediate comment.More than 550,000
DUBAI, United Arab Emirates A United Nations report says the United
Arab Emirates' judiciary lacks independence, with power often centralized
in the hands of prosecutors who are influenced by heads of government. The
U.N. Special Rapporteur on the independence of judges and lawyers, Gabriela
Knaul, said the judicial system "remains under the de facto control of
the executive branch."Some defendants also appear to have been tortured
with electric shocks in detention. She says lawyers are working without
detailed understanding of a critical state security law that was enacted
but never published.Knaul wrapped up a nine-day visit to the Emirates Wednesday.
She met senior government officials, judges, lawyers and members of civil
society, but says she was barred from visiting a prison and certain
detainees.

<p style="font-size:xx-small;">," Bradshaw said.That's when a sergeant
fired three times, once to the torso and twice on the lower
part of the body. The man was taken to Delray Medical Center,
where he died. The injured police officer and the teen were also taken
to the hospital. Their conditions were not available. Bradshaw said the
10-year-old boy injured himself trying to go under the gate to get
away from the man.The sheriff said investigators are trying to figure out
the man's identity and to get some background information on about him.Bradshaw
said the man was "obviously on some kind of narcotics to act
like this.""The deputies had to do what they had to do to
disable this guy so he didn't get into this gated community and
wreak havoc in there," Bradshaw said. The incident is reminiscent of a 2012
attack in Miami in which a naked man attacked a homeless man
and chewed off much of his face. The man, Rudy Eugene, was
shot and killed by a Miami police officer. Witnesses said he had
been swinging from a light pole minutes before the attack. Lab tests
found only marijuana in his system. The victim in the Miami attack, Ronald
Poppo, lost his left eye, his nose and most of the surrounding
skin.
SKOPJE, Macedonia Macedonia's parliament has adopted a bill imposing chemical
castration on repeat offenders convicted of sexually abusing children --
but the country's leading child protection group said Wednesday that the
law is still too lenient. The Megjasi child protection group, which had campaigned
for the procedure to be imposed on pedophiles, said the penalty should
be mandatory even for first-time offenders.Lawmakers voted Monday to make
penalties harsher for convicted pedophiles, increasing the maximum sentence
from 15 years to life imprisonment and imposing chemical castration on second-time
offenders, with the procedure to be imposed on their release from prison.
It introduces a minimum 15-year prison term for severe sexual offenses against
minors, while other sexual-related crimes against children are punishable
by between three and 10 years in prison. The legislation also offers reduced
prison sentences to first-time offenders agreeing to undergo the procedure
voluntarily. The procedure involves regular injections that decrease the
production of testosterone. The bill doesn't specify a length of time for
the treatment. If imposed after an initial conviction, "chemical castration
would prevent first time offenders repeating the crime," said Megjasi head
Dragi Zmijanac, adding that the rights group's proposal for released offenders
to be tagged with electronic bracelets was not accepted and didn't make
it into the legislation.Zm
