FILE - This missing person's photo provided by the Fairfield Ohio Police
Department shows Katelyn H. Markham who had been missing since Aug. 14,
2011. Indiana police said late Wednesday, April 11, 2013 that remains found
April 7, 2013, along a creek in southern Franklin County are those
of Markham.AP/Fairfield Ohio Police DepartmentCINCINNATI Authorities turned
their focus Thursday to investigating the cause of death for a southwest
Ohio woman whose skeletal remains were found in Indiana 20 months after
she went missing.Indiana State Police Sgt. Noel Houze said police in the
two states want to hear from anyone who has information about 21-year-old
Katelyn Markham."Somebody out there knows what happened," Houze said Thursday.
Indiana police said late Wednesday that remains found Sunday along a creek
had been identified as those of Markham, reported missing to Fairfield,
Ohio, police on Aug. 14, 2011. He said foul play is suspected,
but police and coroner's investigations will be needed to determine cause
of death."We don't know that for sure, either," Houze said.Fairfield Police
Chief Michael Dickey, whose investigators have pursued numerous leads in
the case, said Thursday that Indiana State Police is the lead agency
in the investigation, and he declined to discuss details of next steps
in the probe. The Hamilton County coroner's office in Cincinnati made the
identification of the remains, but also referred questions to Indiana authoriti
rhetoric and confirmed that this will only serve to further isolate the
DPRK," the final communique said, using the acronym for North Korea's official
name, the Democratic People's Republic of Korea. "They urged the DPRK to
engage in credible and authentic multilateral talks on denuclearization."In
recent weeks, Washington and Beijing have cooperated on new sanctions against
the North and both have decried the increasing threats from Kim Jong
Un's government, which have expanded to include talk of a nuclear strike
against the United States. It is not believed to have such capacity,
but the provocative rhetoric has officials around the world extremely worried. At
the State Department meeting after North Korea's Feb. 12 nuclear test, different
ideas for how to bring about a new assertiveness from Beijing were
tossed around, according to the senior U.S. official, who wasn't authorized
to speak publicly about the meeting and demanded anonymity. One approach
could be described best as the power of persuasion: Make the case
to Chinese authorities, offered many times previously, that both the U.S.
and China share a common interest in ensuring a stable Korean Peninsula,
without the threat of nuclear war in the Asia-Pacific.The other approach
is more akin to the power of example: Show the Chinese what
it means if they cannot control the North's behavior by beefing up
U.S. defenses and sending more American military assets right into China's
backya

<p style="font-size:xx-small;">North Korea's new leader is using the threat of a nuclear strike
to get concessions on foreign aid rather than trying to trigger military
conflict, top U.S. intelligence officials told Congress Thursday.Director
of National Intelligence James Clapper told the House intelligence committee
that he thinks new North Korean leader Kim Jong Un is trying
to show the U.S., the world and his own people that he
is "firmly in control in North Korea," while attempting to maneuver the
international community into concessions in future negotiations."I don't
think...he has much of an endgame other than to somehow elicit recognition,"
and to turn the nuclear threat into "negotiation and to accommodation and
presumably for aid," Clapper said.Clapper said the intelligence community
believes the North would only use nuclear weapons to preserve the Kim
regime, but says they do not know how the regime defines that.Defense
Secretary Chuck Hagel said at a different congressional hearing that he
does not believe North Korea, nor Iran, have the technical ability to
reach the continental U.S. with its nuclear weapons yet."Now does that mean
that won't have it or they can't have it or they're not
working on it?" Hagel said. "No. That's why this is a very
dangerous situation."Joint Chiefs chairman Gen. Martin Dempsey, testifying
with Hagel before the House Armed Services Committee, would not say whether
North Korea has the capacity to arm a ballistic missile with
PALM HARBOR, Fla. Authorities say a Florida man accidently ran over
his 2-year-old daughter with a riding lawn mower in the Tampa Bay
area.Officials say 47-year-old Jeremiah Nugent was cutting grass Wednesday
at his Palm Harbor home and about to park the mower in
his garage when he thought his wife was alerting him that he
was about to drive over something. The Pinellas County Sheriff's Office
says the man responded by putting the mower in reverse, running over
his daughter. The man immediately turned off the mower, and the woman called
911.Authorities say the child's feet were severed at the ankles. Her left
hand was injured but intact. She was taken to Tampa General Hospital,
and her condition was unavailable Thursday.Firefighters say they treated
both parents for hysteria.
