The Obama administration has tapped a veteran American diplomat to be the
new U.S. special representative for Afghanistan and Pakistan.Secretary of
State John Kerry says he chose Ambassador James F. Dobbins because of
his "deep and long-standing relationships in the region."Kerry called the
leaders of Afghanistan and Pakistan on Friday to inform them of his
decision. He praised Dobbins as one of America's "most accomplished diplomats."Dobbins
replaces Marc Grossman, who took the job after Richard Holbrooke died in
2010.Dobbins raised the flag over the U.S. Embassy in Kabul when it
reopened in 2001. He most recently has been serving as a director
at the RAND Corporation.
In the height of the 2012 election cycle,
Islamist militants laid siege to and overran a U.S. diplomatic outpost in
Benghazi, Libya. This posed huge dangers to President Obama's re-election
effort.Obama's greatest political asset was his success in preventing a
large-scale attack on the U.S. by Islamists. Obama had authorized the raid
that killed 9/11 mastermind Usama bin Laden and shown a willingness to
kill other terrorists with the kind of enthusiasm not associated with a
man who campaigned in opposition to the Iraq war.If there were any
thought that Obama were not sound on national security, his re-election,
then looking likely, would be in big trouble. It was especially troublesome
that the attack occurred in a country that was the centerpiece of
Obama's Middle East policy, where he had helped depose a secular government
and install an Islamist one in its place.Republican candidate Mitt Romney
tried to jump on the topic and managed to be overeager and
equivocating all at once. Romney ended up discussing the contents of Twitter
messages surrounding the attack and defending himself against charges of
politicizing the deaths of Americans. While Democratic operatives had Team
Romney pinned down on his Tweet talk, Obama and his advisers formulated
a response. Power Play was in Chicago the day after the attack
for meetings with the Obama campaign, but word came mid-morning that no
visit would occur in light of the Benghazi raid. What resul

<p style="font-size:xx-small;">MEXICO CITY Mexico's governmental rights commission says 84 journalists
have been killed in Mexico since 2000, and 20 more have disappeared
since 2005.The National Human Rights commission says there have been 39
attacks on journalists' offices or equipment since 2005.Only 12 cases have
resulted in convictions, meaning 91 percent have gone unpunished. The commission
said Friday that charges have been brought in 15 other cases, but
the cases were apparently either dismissed or are still in trial. The commission
said the largest number of attacks have occurred in Mexico City, Veracruz,
Chiapas, Mexico State and Chihuahua. The agency called on the government
to investigate the crimes, because impunity encouraged further attacks.
 ncies' own estimates.Heritage found
the costliest regulations between 2009 and Jan. 20, 2013, came out of
the Environmental Protection Agency, with their rules imposing nearly $40
billion in costs. Next in line was the Department of Transportation, followed
by the Department of Energy. The Department of Health and Human Services
was in the middle of the pack, though with regulations from the
federal health care overhaul still in the pipeline, costs associated with
that agency could rise in the years to come. The costliest rule was
issued by both the EPA and Department of Transportation, imposing new fuel
economy standards on U.S. automobiles. It's estimated to cost $10.8 billion
annually, potentially adding $1,800 to the price of a new car as
manufacturers spend more money to comply.Costing nearly as much was an EPA
rule requiring utilities and other fossil fuel plants to limit emissions
-- though part of that rule is still under review.Though environmental rules
were the costliest, Heritage found that the highest number of regulations
in 2012 were actually in the financial field as a result of
the "Dodd-Frank" financial industry overhaul passed by Congress. The Obama
administration acknowledges that EPA rules are the costliest of any agency.
But the administration claims those rules also come with the biggest benefits
-- benefits that far outweigh the costs.A report put out earlier this
year by the White House Office of Management and Bud
