OMalley for signing after Monday, the final day of Marylands 2013 legislative 
session.The bill is also part of a larger progressive agenda put forth 
this year by leaders of the Democrat-controlled Assembly that includes the 
approval of tax increases and one of the toughest gun-control proposals 
in the country.State Sen. David Brinkley calls the fees a forced tax 
and disagrees with union claims that representation will benefit every teacher.If 
the representation is so exceptional, then everybody would join, he said.

substantial to do with the merits of education.The bill will require tens 
of thousands of public school teachers to pay close to 1 percent 
of their paychecks in so-called fair share fees to cover the cost

after documents were uncovered showing a Baltimore museum reported the painting 
stolen more than 60 years ago.The painting has been seized by the 
FBI, and the federal government filed an action last month in U.S.

 KABUL, Afghanistan  A NATO airstrike killed 11 Afghan civilians, including 
10 children, during a fierce weekend gunbattle with Taliban militants that 
also left one U.S. civilian adviser dead in eastern Afghanistan, Afghan 
officials said Sunday.The U.S.-led coalition confirmed that airstrikes were 
called in by international forces during the Afghan-led operation in a remote 
area of Kunar province near the Pakistan border. The coalition said it 
was aware of reports that civilians were killed, but had no immediate 
information about their deaths.The death of Afghan civilians caught in the 
crossfire of battle has been a major point of contention between international 
forces and the Afghan government, prompting President Hamid Karzai to ban 
his troops from requesting airstrikes earlier this year.Wasifullah Wasify,
