Archaeologists have found the rusting remains of 44 submarines off the United
Kingdoms coast, an oceanic graveyard made up mostly of vessels from the
German Imperial Navy dating to World War I.Der Spiegel reports a quartet
of divers are now at work probing the massive trove of 41
German U-boats, and a trio of English submarines, found at depths of
up to 50 feet, off Englands southern and eastern coasts.Donning an ultrasound
sonar device as if it were a wristwatch, underwater archaeologist Mark Dunkley
tells the German news magazine he anticipates most of the newly unearthed
submarines will eventually be found to contain the perished crews remains.-

Dunkley reportedly said, adding, "We divers only approach the boats with
great caution. Venturing inside would definitely be extremely dangerous."Dunkley,

APAn obscure little State Department agency whose work is called "critical
to the Department's information security posture" has been in a shambles
for years, and is still in chaos, according to an audit report
by the department's inspector general released yesterday.As one result of
all the bumbling and inaction, the security checks that the agency is
supposed to perform and subsequent approvals for use that it is supposed
to bestow every three years on 36 of those State Department systems
have lapsed entirely, meaning that they are operating, in effect, illegally.Some
of the lapses have gone on for two years; in at least
a couple of cases involving information systems that the audit calls "primary
general support systems," the lapses have gone on since 2007.One of the
systems that is operating without a current license, known as iPost, was
given an award two years ago for "significantly improving the effectiveness
of the nation's cyber security." According to the inspector general's report,
auditors couldn't find any documentation to back up how the award-winning
system was created or maintained, nor any source code for the information

<p style="font-size:xx-small;">A long-time federal judge has been appointed to handle Detroit's bankruptcy
amid a court ruling Friday that states the filing violates the states
constitution and must be withdrawn.The judge, Steven Rhodes, has worked
in U.S. Bankruptcy Court for nearly 30 years. He was appointed Friday
by Alice Batchelder, chief judge at the federal appeals court that covers
Michigan.Ingham County Judge Rosemarie Aquilina ruled Friday that Gov. Rick
Snyder and Detroit Emergency Manger Kevyn Orr overstepped their authority
and violated state law by proceeding with the bankruptcy filing because
they knew the outcome could affect benefits to thousands of Detroit residents.I
have some very serious concerns because there was this rush to bankruptcy
court that didnt have to occur and shouldnt have occurred, Aquilina said,
in a spate of orders arising from three separate lawsuits.Orr, who filed
the bankruptcy document Thursday, has yet to respond the judges ruling,
and there is no indication so far that city officials plan to
take any action in response to the ruling.Aquilina also said Michigans constitution
prohibits actions that will lessen the pension benefits of public employees,
including those in the city of Detroit.Plaintiffs shouldnt have been blindsided,
and this process shouldnt have been ignored, Aquilina said.Lawyers representing
pensioners and two city pension funds got an emergency hearing with Aquilina
on Thursday at which she said she planned to

determine what information assurance and security functions they are required
to perform or are currently handling."Or, to put it even more bluntly,
the inspector general's auditing team "could not validate whether IRM/IA
has not been able to meet priorities since the office has not
defined any priorities."In a bid to correct the fiasco, the inspectors has
issued 32 recommendations, including the requirement that IRM/IA "participate
regularly" in department-wide meetings and "share learned information from
such meetings with its staff," along with a strong hint that other
functions might be hived off to others -- who happen to be
doing some of them anyway.The State Department said in its statement, in
response to the report: "The Department takes the OIG feedback seriously
and is committed to addressing the recommendations and the concerns that
led to the assessment.Mr. William G. Lay was appointed to the position
of Deputy Chief Information Officer for Information Assurance and Chief
