Dec. 21, 2010: Kansas Gov. Sam Brownback is shown before taking office
talking with a reporter in Topeka.APTOPEKA, Kan. U.S. Attorney General
Eric Holder has told Kansas Gov. Sam Brownback that a new state
law attempting to block federal regulation of some guns is unconstitutional
and that the federal government is willing to go to court over
the issue. But Brownback replied in a letter Thursday that Kansans hold dear
their right to bear arms and are protecting the state's sovereignty. Secretary
of State Kris Kobach, a former law professor who helped draft the
law, accused the nation's top law enforcement official of "blustering" over
the issue."The people of Kansas have clearly expressed their sovereign will,"
Brownback said at the conclusion of his letter. "It is my hope
that upon further review, you will see their right to do so."Kansas'
law declares that the federal government has no authority to regulate guns,
ammunition and accessories manufactured, sold and kept only in Kansas. The
law also makes it a felony for a federal agent to enforce
any law, regulation, order or treaty covering those items. The new statute
says that Kansas-only guns, ammunition and accessories aren't a part of
interstate commerce, which the federal government regulates under the U.S.
Constitution. But in a letter to Brownback, Holder said the Constitution
prohibits states from pre-empting federal laws.Holder sent his letter April

<p style="font-size:xx-small;"> An investigators carries a piece of debris amid the destroyed fertilizer
plant in West, Texas, Thursday, May 2, 2013. Investigators face a slew
of challenges in figuring out what caused the explosion at the fertilizer
plant that killed 14 people and destroyed part of the small Texas
town. (AP Photo/Pool/ LM Otero)The Associated PressWEST, Texas Burglars
occasionally sneaked into and around a Texas fertilizer plant in the years
before a massive, deadly explosion sometimes looking for a chemical
fertilizer stored at the plant that can be used to make methamphetamine,
according to local sheriff's records.Sheriff's deputies were called more
than 10 times to West Fertilizer in the 11 years before an
April 17 blast that killed 14 people, injured 200 and leveled part
of the tiny town of West, according to McLennan County sheriff's office
files released through an open-records request. Multiple calls involved
suspicion that anhydrous ammonia was being stolen. The records portray a
plant with no outer fence that was a sporadic target of intruders.
Law enforcement was occasionally called because someone had noticed the
smell of gas outside or signs of an intruder.Anhydrous ammonia is a
fertilizer that is a frequent target of burglars trying to manufacture methamphetamine.
In the right conditions it can be flammable or explosive, though that
is nearly impossible outdoors. However, a leak of the gas could create
a potentially fatal toxic chemical
Vice President Biden and Secretary of State John Kerry hailed the courage
and dedication of U.S. diplomats slain in the line of duty as
they led a memorial service on Friday to honor those killed in
last year's terrorist attack on the American diplomatic post in Benghazi,
Libya and an April roadside bombing in Afghanistan.Amid persistent Republican
allegations that the Obama administration is trying to cover up the facts
around the Benghazi incident, Biden and Kerry told the families of the
fallen that they should be proud. They paid tribute to Benghazi victims
Chris Stevens, Sean Smith, Glen Doherty and Ty Woods, as well as
Anne Smedinghoff, the young foreign service officer killed last month in
Afghanistan. Also honored was foreign service officer Ragaei Abdelfattah,
who was killed in Afghanistan last year while working for the U.S.
Agency for International Development. The names of those six, along with
diplomats Joseph Fandino and Francis Savage who were killed during the Vietnam
war, were added to memorial plaques at the State Department as its
employees celebrated Foreign Affairs Day.These are "eight people who dedicated
their lives to service and, to a person, each one sought out
the most difficult assignments," Kerry said at the ceremony. "They understood
the risks and yet they still raised their hands and said: `Choose
me."'Biden echoed the sentiment and noted that most Americans do not understand
the conditions that diplomats w
