Thursday Boston time.Meanwhile, Chechen leader Ramzan Kadyrov, who in the
past has distanced Chechnya from Chechens linked to terrorism, underlined
that the Chechen people cannot be blamed for the tragic bombing. "The
roots of this evil should (be) looked for in the U.S." he
wrote on his Instagram account , pointing out that the Tsarnaev brothers
had lived in the U.S. for many years and "their worldview was
formed there."Chechnya, Dagestan and the other North Caucasus republics
have been a breeding ground for terror groups since the first Chechen
war, and local militants have staged many attacks in Russia.Russian President

to the background check system and how to address the problem. Under
HIPAA, health care providers such as hospitals may release limited information
to police, but only in certain circumstances such as when a court
is involved.Since 1968, federal law has banned the sale of guns to
those who have been deemed a danger to themselves or others, involuntarily
committed or judged not guilty by reason of insanity or incompetent to
stand trial. The background check system -- which is also used to
prevent convicted felons from buying guns -- was established under the 1993
Brady Bill.A few state agencies shared mental health records voluntarily
for years, but the Virginia Tech massacre in 2007 spurred passage of
legislation that required states to submit the records or eventually risk
losing up to 5 percent of the federal funding they receive to
fight crime.Last year's review by the Gover

<p style="font-size:xx-small;">, does aim to invest billions in border security -- both for
a security and fencing plan. In a bid to ease conservative concerns,
the bill establishes a set of "triggers" that would have to be
met before illegal immigrants currently in the country can apply for a
green card. Those triggers include steps for the Department of Homeland Security
to launch a new border security and fencing plan, and achieve high
levels of apprehension along high-risk areas on the Mexican border. But Crane
said the Senate legislation should be held until several major issues are
addressed -- including what he described as "directives" that release "dangerous
criminal aliens" back into the community and the Obama administration's
"dangerous abuse" of prosecutorial discretion. The administration has allowed
"prosecutorial discretion" to let the government focus on deporting high-risk
illegal immigrants. Officials have said criminal aliens are generally not
being released, and that only low-priority individuals are given a reprieve.
The administration also issued a directive allowing some illegal immigrants
who came to the U.S. as children to stay.Critics, though, warn that
legalizing the millions of illegal immigrants already in the country without
establishing a strict system of interior enforcement will allow the problem
to fester all over again.Sen. Jeff Sessions, R-Ala., who has been one
of the Senate's biggest critics of the immigration bill, echoed Crane's
Initial tests have come back negative for poisonous substance following
a suspicious white powder found Thursday morning in the mailroom of the
Naval Support facility in Arlington, Va.About 800 people were evacuated
after the powdery substance was found in the mailroom of Building No.
12 at the support facility, the Navy said in a statement. All
have since been let back in, Fox News has learned.Building 12 houses
the mailroom and the offices of the chief of naval personnel, according
to the official, who said the evacuations were a precautionary measure.
The Arlington County Fire Department and hazardous-materials officials,
as well as Navy personnel, are on the scene investigating. The incident comes
just days after letters that tested positive for the poison ricin were
mailed to President Obama and Sen. Roger Wicker, R-Miss, in Washington.
The FBI arrested Mississippi resident Paul Kevin Curtis in connection with
the letters Wednesday night, an FBI release said. Curtis is scheduled to
appear in federal court Thursday and, if convicted, could face more than
a decade behind bars.Fox News' Justin Fishel contributed to this report.
