UNITED NATIONS Secretary-General Ban Ki-moon is recommending a 15 percent
reduction in the number of U.N. troops in Haiti and an examination
of whether a peacekeeping operation is still the best way to support
the impoverished Caribbean nation.In a report to the U.N. Security Council
circulated Tuesday, Ban said he intends to discuss with Haiti's government
and member states the best way for the U.N. to continue contributing
to "greater stability and development in the country."Ban said he will explore
the option of replacing the peacekeeping mission, known as MINUSTAH, "with
a smaller, more focused assistance mission by 2016" and include proposals
on the way forward in his next report in March 2014.In the
meantime, he recommended reducing MINUSTAH's military strength from 6,270
to 5,021 by June 2014.

a home where the boys were staying and that apparently led to
him being gunned down at random, said Police Chief Danny Ford.APProsecutors
on Tuesday charged two teenagers accused of gunning down an Australian student
in Oklahoma for the fun of it with first-degree murder, and a
third teen with being an accessory.Officials say 22-year-old Christopher
Lane, who was visiting the U.S. on a baseball scholarship at East
Central University, was jogging along a road in Duncan, Okla., after visiting
his girlfriend on Friday when he was shot in the back, allegedly
by the teens.Terri Moore from the Stephens County Courthouse says 16-year-old
Chancey Allen Luna and 15-year-old James Francis Edwards Jr. were charged
as adults with first-degree murder. Both are being held without bond.Bond
was set at $1 millio

had a 20-hour jump on authorities, who discovered he used a timer
to set fire to his rural home where the girl's mother and
younger brother were found dead, a San Diego County Sheriff's Department
spokeswoman said Tuesday.James Lee DiMaggio was spotted on a Border Patrol
surveillance camera at 12:10 a.m. Aug. 4, about 20 hours before his
home caught fire, said the spokeswoman, Jan Caldwell. He is seen inside
his 2013 blue Nissan Versa with 16-year-old Hannah Anderson at a westbound
highway checkpoint.Hannah's disappearance -- discovered after the fire --
triggered a massive search for DiMaggio, 40, that spanned much of the
western United States and parts of Canada and Mexico. DiMaggio, who was
like an uncle to the Anderson children and their father's best friend,
died in a shootout with FBI agents in the Idaho wilderness six
days after the fire. Hannah was rescued and returned to Southern California.The
discovery that the fire was set by a timer prompted investigators to
warn the public during the manhunt that DiMaggio's car might be rigged
with explosives, Caldwell said. As it turns out, the car wasn't rigged.Investigators
who searched DiMaggio's home found an incendiary device, handcuff boxes
and "arson wire,"
PHOENIX Tough-talking Arizona Sheriff Joe Arapio is warning civilians who
embark on armed patrols in remote desert terrain that they could end
up "seeing 30 rounds fired into them" by one of his deputies.His
unapologetically terse comments came Tuesday after a member of an Arizona
Minuteman border-watch movement was arrested over the weekend for pointing
a rifle at a Maricopa County sheriff's deputy he apparently mistook for
a drug smuggler.Court records say Richard Malley believed he had the right
to aim the rifle at the deputy because he thought a crime
was occurring. Malley was arrested for aggravated assault.He was released
on $10,000 bail and is to appear in court Aug. 26. It
wasn't clear if Malley had an attorney, and telephone numbers listed for
him were disconnected.
