http://search.cpan.org/ seems to work fine here.

Very strange. I clicked on the link in your post and, as before, got
"The page you are looking for is temporarily unavailable.
Please try again later.
(port reminder 9080) "
So I did an nslookup for search.cpan.org; got
Name: cpansearch.perl.org
Address: 207.171.7.49
Name: cpansearch.perl.org
Address: 199.15.177.162
Both of them work if entered as IP addresses. Something's come unstuck
somewhere locally, though I don't think it's my own system. Bizarre.

simply a shot in the dark - is the perl cpansearch.perl.org is using
different from the perl you have on your computer that is accessing that
site with ?
