Whatever, I downloaded it on Oct 30, 2005 at 6:37 PM India Time,
and the url was:

Why are they keeping older version at their site? Why are they
allowing it to download?
Why would I have intentionally choosen older version, if I had
known about latest build?

They have a stupid arrangement. That, one has to enter his email
id, and then they would send the download link to the email to
that id.
Only that, the clicking-submit was hanging the browser. So I had
to search google for activeperl download and that lead me to
that link.
Maybe, they are intentionally doing something funny.

It feels so sickening that, after downloading a whole 12 MB on
my dialup, I come to know that it is 3 years old build, and
newer builds are available on the same site.
How do I lodge a protest against such practices of ActivePerl?

You seem to think that you are somehow required to give contact
information to be able to download ActivePerl.
That is patently untrue:

Contact info is not required to download. You should provide your
details if you wish to be kept up-to-date with language enhancements and
updates.
Just click "Next" without entering any information.

Why not? Some people might have an application that depends on a
specific version.

Perl packages that they have created.

If my opinion matters to you, let me emphasize that your response
indicates to me that you lack the mindset of a successful programmer.
A minimal prerequisite is that one be able to learn from mistakes,
instead of creating conspiracy theories. More frequent examples of this
kind of behavior is to blame compiler bugs for errors in one's own
programs.

Which you would have found out if you had followed common sense. You
made a mistake, get over it. Go download the correct version.
I was on dialup until recently. My brother in Turkey is still on dialup.
Honestly, 12 Mb is not really that huge a deal.

ActiveState are offering a service to Perl community. You can send a
complaint to the company, I guess, but I don't know what you would be
complaining about. That they allow Google to index their pages???
You don't have to use ActivePerl. Feel free to download the source code
for the latest stable version from
http://www.perl.com/download.csp#stable
and compile it yourself.
You can, of course, also check the latest version from the same source
before downloading a large binary package to make sure you are
downloading the latest version.

bs, and I for one can't help but not feel the least bit sorry for you. You

Sometimes, things break when you move to a newer version. In those
cases, your site may need to stay at a particular version until they get
things fixed.
How did you find the URL that you downloaded from? Starting at the home
page, it seems easiest to find the page:
http://www.activestate.com/Products/ActivePerl/?mp=1
and on that page, you find this:

Current releases: ActivePerl 5.8.7.813, ActivePerl 5.6.1.638
Clicking on the "Free Download" link, you get to a page that gives you
the option of registering, but doesn't require it. From there, you find
yourself on a page listing the latest version by operating system, with
a link to "Archive of older releases", but that isn't anything like your
URL. The parent directory of your URL is this:

and it contains all of the following files, with obvious timestamps.
(And I note that the version that you downloaded isn't even the oldest
one in the list. Again, where did you find the URL that you downloaded
