Because the syntax is 'ucfirst EXPR'. It takes a single scalar argument.
Thus, the above is equivalent to 'ucfirst("244")', if you have 244 lines
in your file.
If you want to uppercase the first letter of every line, you can use
something like
$_ = ucfirst for @CATEGORIES;
, which iterates over @CATEGORIES with foreach and calls ucfirst($_)
each time. Since foreach makes $_ an alias to the real value, this will
change the actual values.
If you want to uppercase the first letter of each word on each line,
you'd have to do a little more work. (It will also depend on your
definition of "word".)

Always, always check the return value of your open calls.

ucfirst doesn't act on it's argument (like chop does). You have to assign the
output of ucfirst to a variable. It also doesn't take an array argument. If
you give an array as an argument, it returns the number of elements in the
array.
You could use
@CATEGORIES = map{ucfirst} @CATEGORIES;
to uppercase all the first letters in @CATEGORIES.

The \w metacharacter includes the underscore (_) character and all
alphanumerics so your regex would allow a number as the first character.

Yes. Buggs wanted you to run a one line command script that would format c:

Abe suggested that he was acting inappropriately and put him in his
newsreader's killfile (a file that filters out posts), and publicly
announced it (the *plonk*).
Buggs reacted in like manner, and you were confused and your question went
essentially unanswered (although Bart's suggestion about ActivePerl was
informative, you should start there).
In addition to ActivePerl, you'll also need a Web server if you are using
Perl as a CGI scripting environment. I haven't tested apache on Win2k, but
there will be information at http://httpd.apache.org. Or, if you plan on
using IIS (shudder) this link to Microsoft's TechNet will help get you
started (http://www.microsoft.com/technet/iis/deploy.asp).

Or get IndigoPerl ( http://www.indigostar.com/indigoperl.htm ) which
comes with an Apache web server (with mod_perl, even). Possibly easier
than downloading ActivePerl and Apache separately and configuring them.
However, I have no experience with IndigoPerl.
