I changed the zephyr package list (/mit/linux/pkg-lists/zephyr) to
stuff everything in /usr/athena/etc again (as opposed to /etc/athena).
When yonah rebuilds zephyr and makes a new package, this will fix the
ordering problem with installing packages. I do think we need to make
/bin/athena and /etc/athena local, but we should do it all at once.
