libc 4.4.1 has the ipc hooks builtin (the kernel has had them since
99p10, but the library was still a seperate release...) you should be
able to just punt the -lipc and just use the functions if we actually
have 4.4.1 installed.
	As for installing new tar and elvis -- sounds good to me, just
keep sending mail to linux-dev about it, as this is stuff that might
get blown away by updates to the base OS (so we should check and be
sure that such updates include the latest versions.)
