True enough.  That's what virtual consoles are for.

Actually, it's not clear what exactly Shut Down Window System should
do.  I guess the best idea would be to figure out which virtual
console X is running on, and start up either a getty or a login on
that virtual console.  I have no idea how to make this work (I'm not
even sure which program to make it start up.)  If you can manage to
get this to work, please send us the context diffs.
