Yak had found that this was the case for /etc/passwd and passwd.local.
Does anyone know where in the RedHat installer these are set?  Is there
anything in Athena that creates a passwd.local file.  Yak's theory is
that whatever is trying to do that has the default RedHat root umask,
and that is causing passwd.local to be unreadable.
