MH was somewhat misinstalled on quiche.. msgchk and inc were setuid
root. This caused it not to work properly. I fixed this.
Also, there is a bug in emacs in that it is looking in the wrong place
for mh programs. This is set in paths.el (I didn't correct the file).
If possible, someone with more of an emacs clue than I have should
consider fixing paths.el and rebuilding emacs.
