Dividing mailing lists and ACLs

To make it easier for prospectives to get involved in linux-dev,
we should probably split the list (and ACLs) into at least two or
three lists.  Here's a suggestion for the new division.
Better ideas would be appreciated...

	linux-dev	Mailing list that we can add anyone interested
			to (members, prospectives, etc). 
			This should *not* be a group.

	linux-dev-bin	Group for write-access to the CVS repository, locker
			acls, etc.  This should be almost entirely 
			members and we should try to keep this group
			somewhat small to maintain some sanity.
			This uses system:linux-dev in the SIPB cell
			to avoid having to change ACLs there.

	linux-dev-doc	Group and list for access to linux-athena docs.
			This is a really good way to get prospectives 
			involved on something we really need people 
			to work on.  

	linux-dev-request	Group which basically owns the other lists and
				groups and adds people to them as appropriate.
				This should be fairly small.

How does this sound?
