If you run 'makepackage' with the -v option, it will verify a
package without rebuilding it. Basically, it will create a
temp specfile and run 'diff' against the current file. This
way you can easily run through all the SPECfiles and see which
ones need to be rebuilt due to changes in package-list.
So, for example, /mit/linux/bin/makepackage -c 5.2 -v libc5
Enjoy!
