who usually places RH RPM updates in the linux locker?

Who usually places updates in
/mit/linux/redhat/redhat-4.2/i386/updates/ and
sipb-nfs:/redhat/4.2/i386/RPMS/?

I haven't been able to connect to ftp.redhat.com, but I managed to obtain
version 18.4 of libc from sunsite.unc.edu:

libc-5.3.12-18.4.i386.rpm         
libc-debug-5.3.12-18.4.i386.rpm
libc-devel-5.3.12-18.4.i386.rpm
libc-profile-5.3.12-18.4.i386.rpm
libc-static-5.3.12-18.4.i386.rpm

Shall I place these in /mit/linux/redhat/redhat-4.2/i386/updates/?
These plug a buffer overflow bug.

In the future, could whoever updates these locations also mail
linux-announce?  Otherwise linux users have relatively little
incentive to run /mit/linux/redhat/redhat-4.2/i386/updates/update.pl.
