Red Hat's libc5-compatibility package incomplete

[This note is partly a reminder to myself.]
Red Hat 5's "libc" package, which contains libc5 shared libraries and
related files, is incomplete. In particular:
It doesn't contain some reasonably common shared libraries, so
libc5 programs that want them will get the libc6 versions and quickly
segfault. (On a related note, RH ships an old version of ldconfig
which doesn't support specifying per-directory default types for
libraries which don't explicitly require libc.)
It doesn't contain a symlink from /usr/lib/zoneinfo to
/usr/share/zoneinfo, so libc5 programs that want to display the local
time lose.
We should probably issue a package remedying these, because there's a
lot of libc5 software in lockers out there.
