Bug in Krb5/Krb4 and aklog

It looks like the krb5 libraries are built with krb4 compatibility,
but the krb4 compatibility is not looking at /etc/athena/krb.conf.
Rather, it is looking at krb.conf.  This causes problems with existing
Athena platforms, because aklog cannot read the krb.conf file.
