No uil in Motif locker

Hello,
I wonder why there is no uil compiler for Linux
in any of the Motif lockers on Athena (defualt motif locker,
motif1.1 and motif1.2 lockers).
Only executables present for Linux in Motif lockers
are mwm and xmbind. Is it licensing restriction?
BTW, for other platforms uil is present in Motif lockers
as far as I remember.
