I'm not sure that list should be used for that purpose. I think
sipb-athena-bugs is specifically for bugs in the sipb-athena locker.
I'm sure that the list is read by NetBSD-Athena maintainers who are
not terribly interested in bugs in RedHat's .cshrc file, for example.
