NetBSD-Athena and regular Athena just fill /usr/afsws/include and
/usr/afsws/lib. It might have been better to put a whole set of files
there, but the previously existing Athena model is that users should
be running AFS binaries (other than "fs") out of /mit/afsuser, so I
didn't want to create an alternative model.
