No and no.  I wasn't ever aware of its existence and all work in the
time which I've been working on it was done in AFS.

AFAICT, there are mostly source files in those directories. (I didn't
look very extensively...). The current source is in the sipb-athena
AFS volume; I don't think we need to keep the source that's there, but
Greg would be able to tell you for sure.
