klogind bug: dosen't accept root instances in /.klogin

Both ckclark@ATHENA.MIT.EDU and ckclark@ATHENA.MIT.EDU are in the
/.klogin file on quiche. However, I can only log in as root with my
null instance tickets; if I try to use my root instance tickets, I get
the following error:
; rlogin quiche -x -l root
klogind[529]: fatal: rlogind: You are not allowed to log in as `root'.
rlogin: Kerberos rcmd failed: rcmd protocol failure.
If I don't use encrypted rlogin, I get a completely different problem.
It prompts me for a password:
; rlogin quiche -l root
login: root has not given you permission to login without a password.
