This was a bug that was fixed in the moiradev locker a few months ago by
jweiss; sounds like we need to get the bugfix propagated to the SIPB
tree, and recompile moira.
At the time I fixed it in moiradev, I propogated the change to teh
sipb-athena source tree. I believe Sal has since rebuilt moira. You
might try getting a new moira binary.
