I've recreated the kerberos, xlogin, misc, reactivate, and attach
packages.  There are two differences in the kerberos package:

1. It does not contain the /bin/athena and /etc/athena symlinks.
2. It does not contain ktelnet or related files (tty login, /etc/nocreate).

The only difference in the other new packages is that they no longer
require the /bin/athena and /etc/athena symlinks.  They write the
appropriate files directly into these directories.  This is completely
backwards compatiable.  If a system has the symlinks, tar will write
through them into /usr/athena/bin and /usr/athena/etc.

And I created a "ktelnet" package.
