Xlogin Reactivate/Cleanup with users telnetted in.

I was telnetted into Keesh. The person who was logged in with xlogin
logged out, and my tickets went away and my lockers got detached.
It's a good guess that xlogin didn't realize there was anyone
telnetted in, and it ran reactivate and cleanup. It shouldn't do
this.
This note it mostly a reminder to myself (unless somebody else wants
to look into it) to fix this bug.
