Preemption (with respect to scheduling) refers to the scheduler
interrupting (or "preempting") the currently executing thread, and
giving the processor to another thread.  You can read more about it in
Chapter 20 of the 6.004 book.

In reference to point #3 in the Hoare paper, it is not clear to me
what Hoare was talking about, at least with respect to monitors.
