http://web.mit.edu/zephyr/doc/protocol is my attempt to write it down
four years ago, although I petered out at the user location part. 
Still, most of it is there.

http://web.mit.edu/zephyr/doc/techplan/protocol.mss contains a
description of the protocol from 1989.  There may have been some changes
since then, and it doesn't look complete (perhaps one of the changes
since then was the addition of the user location facility).
