I found the problem. I had the server.list file in the wrong
directory. the messages that showed up in /var/adm/messages:
May 19 16:56:24 fep9 zephyrd[8857]: No servers?!?
May 19 17:00:41 fep9 zephyrd[8876]: No servers?!?
May 19 17:02:34 fep9 zephyrd[8892]: No servers?!?
It is working correctly. Thanks for the suggestion.
