zephyrd won't start

When I attempt to start zephyrd from command line, it returns with not
messages but doesn't do anything. I check for the process and I find
absolutely nothing. Is there something I am missing about starting
zephyrd? I read the man pages but I don't see anything I haven't
done. Any help would be greatly appreciated.
