Making Zephyr a standard

I keep thinking to myself that it'd be nice to see a Zephyr internet-draft
or RFC, and eventually an Internet standard document on it.

Do the requisite interoperable implementations exist? Has the protocol
changed in any significant way recently, or is it still at 0.2? Do people
expect to (or want to) do further work on Zephyr the protocol, or is it
just something people are content to use in its current implementation but
not push out into the wider Internet world?

IMHO the world could use a low-overhead notification service like Zephyr
with easily-configurable (and interoperable) clients and servers for Macs
and Windows, in addition to Unix...
