I'm not at MIT so I can't answer this entirely for you.  If your server
has a valid 18.x.x.x IP address and forward and reverse DNS records,
people should be able to address mail to booho@yourserver.mit.edu and have
it arrive at the NT server.  You may also need to have MIT's DNS
administrator set up something called an MX record to point mail to your
server.  (MIT may also have internal policies that limit who can set up a
mail server.  I don't know whether they do or not.) 

As for software, there are a number of low-cost commercial packages out
there now that do SMTP/POP3/IMAP mail.  The Eudora mail server has gotten
good reviews, and you can download a test copy from www.eudora.com.  You
might also look at Ipswitch's I-Mail product (www.ipswitch.com), and
something called SLMail from Seattle Labs (www.seattlelabs.com, I think). 
Both of these have downloadable demos as well.
