standby option missing -- what to do?

Hi,
One of my users has a notebook computer on which the standby option has
disappeared, and he wants it back.
Specifically, it no longer enters standby mode, and if you try to
configure standby operation in the 'Power Options Properties', you find
that the section that used to deal with the option is missing.
Anyone have experience with that? Is it possible to reinstall it ? and if
so, from where?
