FYI:

As far as I can remember, you do need to make a registry change *if* you
don't want people to have to choose their profile from a profile
list--i.e. if you want netscape to automatically know where the profile
is. I don't remember this shortcut method being a solution, but if it
is, then use that because it is simpler than mine.

What you would need to do is two things:
1. Have profiles stored in a subfolder within their home directory which
is mapped at login (i.e. to the h: or z: (or whatever letter you like)
drive) such that the top level of that drive letter is the top level of
their home directory. (I personally created a folder called
settings\netscape in their home directory root folder, and that equated
to z:\settings\netscape for users).
2. Add the following to the HKLM registry hive using Regedit:
REGEDIT4 
[HKEY_LOCAL_MACHINE\SOFTWARE\Netscape\Netscape Navigator\Users]

"DirRoot"="z:\\settings\\netscape"
"CurrentUser"="default"

[HKEY_LOCAL_MACHINE\SOFTWARE\Netscape\Netscape Navigator\Users\default]

3. Add the following to the login script to ensure that the user has a
netscape settings folder:
(these lines of code may be different depending on the script language
you use and your environment)
:netscape
if exist z:\settings\netscape goto eudora
Echo --- Initializing your Netscape Settings ---
mkdir z:\settings\netscape
xcopy \\%appserver%\software\defaults\netscape\*.* z:\settings\netscape\
/s /e >NUL
goto eudora

:eudora
if exist z:\settings\eudora goto zephyrNT
Echo --- Initializing your Eudora Settings ---
mkdir z:\settings\eudora
\\%appserver%\software\binn\perl.exe

4. Create default settings and store them someplace the login script can
access during the login process (i.e. on the appserver or whatever you
choose)

A note: notice that for some strange reason that the netscape registry
settings that specify where the user's profile directory are *NOT*
expandable strings. That means that if you try to do something like
this: DirRoot=c:\users\%username% Netscape will not resolve the value of
%username% but will instead simply assume that you mean "%username%".
Stupid choice on netscape's behalf, but what can you do?

but basically, you can invoke netscape.exe with the -P parameter to
specify a 
specific profile. If you choose a common place for the profiles (say,
under \
Documents and Settings\Application Data\Netscape\UserProfile), you can
simply 
create a shortcut with the %username% in it such that it references the 
currently logged in user. Using a batch file and %username%, you can
also batch 
create default profiles, even include a login script that will check to
see if 
the user has a profile, and if not create a default for them--so that
the first 
time a user logs in, s/he will get the default profile automatically set
up.
