multi-language support

I'm trying to install multi-language support on an NT Workstation 4.0 
computer.  The multi-language support "seems" to install, but under 
Add/Remove programs --> Windows Setup
it says it is installed but it also says 0.0 MB used.  The other problem 
(which may be related)
when I go to control panel and to keyboards, I try to load the Russian 
keyboard layout and it asks for the NT CD, it loads the .dll file but at 
the end it says "Could not load Russian keyboard layout" (or something to 
that effect)  I have tried multiple CD's.  Any ideas?
