To clarify the situation, Microsoft does not provide DVD drivers with NT.
This same situation exists for many pieces of hardware that only started
shipping after the operating system was released to manufacturing.

Some DVD manufacturers have done this.

The interface to a DVD device may be IDE, SCSI, Firewire, USB, or one of
some other type of bus interface. If I were interested in purchasing and
installing a DVD device I would determine what model of computer I have and
which version of the operating system. Then I would contact the
manufacturer of the computer and ask if they could provide a recommendation
for my hardware and software combination. Next I would try contacting some
DVD manufacturers and ask them if they new of any problems when using my
hardware and operating system.
