I was just reading the WINS stuff and yes it makes the list easier to get, but most PDC's will already be broadcasting this information. It is quite easy to get a list of machines from a Domain Master browser of usernames and machines that are browseable.
I think we may wish to change our stance on WINS, especially when we use it ourselves. I don't think we want to be supporting it, but I think we shouldn't frown on it.
