FYI, SCM is available.  I am NOT encouraging the use of SP4 yet.

I know there are people out there waiting for this with baited breath:

There is now a net download-able version of the Security Configuration
Manager (SCM) available. If you've downloaded the core SP4 file from the
Internet, you can pick this up to get the SCM components. The SCM
components are also on the SP4 CDs.
