I suspect it doesn't come with the "minimal" Service Pack that's
downloaded when you run nt4min4i.exe.  When I browsed around the FTP site
the other day there were some other versions of SP4 that were MUCH bigger
than nt4sp4i.exe that nt4min4i gets.  Unfortunately it's hard to connect
to the FTP site because, I assume, zillions of people are downloading
these much bigger packages. 

Try connecting instead to:

	ftp://198.105.232.37/fixes/usa/nt40/ussp4/

If you get in you'll see there's a number of files with arcane names.
However the version of nt4sp4i.exe here is 32 meg, not 9 meg which is the 
size of the file I got when running nt4min4i.  The INDEX.TXT file (which
wasn't available before last night!) tells you what's what.

I also notice that 

	http://support.microsoft.com/support/ntserver/content/servicepacks/

doesn't work.  I just get the Support Online header but no content. 
Perhaps that also gains you access to the bigger picture?
