interesting problem remotely managing a domain

The problem I am running into is that machines outside the Domain see the
PDC as a BDC, while machines within the domain see the PDC as the PDC.
This causes errors to occurs such that from a non domain machine I cannot
do domain wide administration such as usrmgr.exe.
What I have tried so far. Promoting the BDC to PDC and then repromoting
the PDC back to being a PDC. No errors were encountered and this worked
flawlessly, but didn't fix the problem. I have also tried removing the BDC
from the network to see if that might help. Again it did not fix the
problem, now I cannot even see the members of the domain in srvmgr.exe.
I have no problem attaching to and sharing files from the machine that
should be and claims to be within the domain the PDC.
Any ideas or suggestions?
