NT IIS Server Situation

At Sloan, we have an Windows NT v4.0 server, running Microsoft IIS v3.0 and
Radnet Webshare v2.1, which is a website development package. Webshare was
used by an outside firm to create a website for students classroom
information, syllabi, etc.
The NT server is a Dell PowerEdge 2200 with single Pentium 266Mhz
processor, 512MB RAM, 4GB hard disk, with two Intel EtherExpress Pro 10/100
ethernet cards (only one network connection however).
Every so often (about once a month), the Webshare server software runs out
of string space (memory leak?) and the NT server has to be rebooted. The
last such reboot was last Friday, June 5th.
After rebooting last Friday for the out of string space error, we started
experiencing a strange error. After running okay for a while, users are
unable to access the web site. The browser says the web site is down or
unavailable. At the NT server, Task manager shows the Internet Information
Server process (inetinfo.exe) is taking 92-99% of the CPU. If I stop, then
restart the WWW Publishing Service, the website becomes accessible again.
But the same thing happens a few hours later. When the problem occurs, it
causes the NT server screen to become sluggish in responding to commands.
(i.e. opening a window takes a while for icons and background to appear)
The outside firm that developed the website is convinced the problem lies
with Windows NT and IIS. I think that an interaction with the Webshare
software and IIS is to blame, because this problem (99% CPU) has also
occurred with the Webshare DB software (SQLAnywhere) service in the past.
Has anyone else experienced this type of problem before? Any ideas?
