I'm not sure about Filemaker, but I do know that the menu behavior you mention can be customized for the Start menu, via its Advanced properties. I'm not sure if changing this will affect Filemaker menus, but its worth a shot, if you haven't tried it already:
1. Right-click the Taskbar
2. Click Properties, Advanced tab
3. Uncheck the "Scroll The Programs Menu"
