Debthena alpha ("-development") machines need a manual update

Anyone with an "alpha" machine taking updates from the "-development" repository, running auto-update 1.21 or later, will need to manually update to debathena-auto-update 1.23.1. Otherwise, auto-updates will continue to fail with "Failed to configure unconfigured packges" (because dpkg doesn't like root's PATH).
