emacs size error in RT7.0C

My login starts up an emacs with (paraphrased):

  /srvd/usr/bin/X11/emacs -f "server-start" -w =80x52-0-0 &

What happened:

The emacs came up in the usual window, but the emacs program didn't
recognize the actual window size.  It gave me a small emacs window
(80x24, I guess) in an 80x52 X window.  Exposing and resizing did not
fix the problem until I resized the window to less than the original
emacs, and back again.

What should have happened:

The emacs should have recognized the window size.

Other info:

I just noticed that I'm running the twm from the windowmanagers
locker.  I don't know how much this may have contributed.

Since I updated from 6.4, this is only the second time I have logged
in on an RT.  The problem wasn't present the other (previous) time, so
I don't know that I can reproduce it.
