Yeah, this has been an outstanding problem for a while. svn 1.5 upgrades
any working copies it touches to a format that's not backwards compatible.

linerva and the svn locker both just upgraded to 1.5 within the past
week or so, so you're probably going to be in bad shape long term if
you're still running with svn 1.4

There's a 1.5.1 package in hardy-backports that works fine; I'd
recommend that.
