   TABETHA is a vs3100 running 7.0C.  It was made into a discuss
   server with mkserv discuss.  It has an acl file in
   /usr/spool/discuss/acl owned by discuss with the following
   contents:

   2
   ac:lnp@ATHENA.MIT.EDU
   ac:qjb@ATHENA.MIT.EDU

   Still, however, whenever I try to create a meeting here, I get 

   Insufficient access for operation.  Can't create meeting.


   Why do I have a feeling that this error message is returned no
   matter why things fail?

   Anyway, I am not sure why this is happening, and running
   disdebug didn't help any.  I don't have time to look into this,
   but if mkds doesn't work, I'd say it's probably worth someone's
   time to look into it.  Maybe after the end of the term....

The reason you're getting permission denied is that you don't have a
discuss key in /usr/spool/discuss/srvtab, as the mkserv script should
have told you you need.
