kernel panic Linux 9.4.15

I wanted to test a re-install so I did a ^P at the console to shut down X.
logged into the text-mode terminal, did a hostinfo to confirm my IP address,
and then did "shutdown now".
I saw a bunch of messages:
vt: argh, driver_data is NULL !
and then a panic.
